Unleash your talent and redefine what’s possible. Job Description: Parsons is looking for an amazingly talented Systems Assurance Manager to join our team! The Systems Assurance Manager will be responsible for leading and managing the overall systems assurance, safety assurance, RAMS, and verification & validation activities for large scale rail and infrastructure projects. . The role will support the project from concept and design through procurement support, testing, commissioning, and operational readiness, ensuring safe and seamless integration of the railway system with all interfaces. What You'll Be Doing: Lead the development and implementation of the Systems Assurance framework, strategy, and compliance processes across all project stages for the rail and transportation projects. Manage Systems Assurance, RAMS, safety assurance, verification & validation (V&V), and certification activities for all rail systems and operational interfaces. Ensure full integration and assurance coordination between railway systems including signalling, power supply, OCC, communications, rolling stock, platform systems, and airport-related systems where applicable. Coordinate assurance activities related to airport integration, passenger systems, operational interfaces, and baggage handling interfaces for express railway operations. Develop and manage assurance deliverables including hazard logs, assurance reports, compliance matrices, safety cases, verification plans, validation reports, and interface registers. Support Systems Engineering activities including requirements management, traceability, verification, validation, and interface management across multidisciplinary systems. Coordinate interface management activities and ensure alignment with Interface Management processes and Interface Control Documents (ICDs). Support preparation and review of Design and Construct tender documentation related to systems assurance, RAMS, testing, commissioning, and operational readiness requirements. Lead coordination with designers, contractors, operators, airport stakeholders, independent assessors, and regulatory authorities to support approvals and certification processes. Support development and implementation of testing and commissioning strategies including FAT, SAT, SIT, integrated testing, trial operations, and operational readiness activities. Identify and manage technical, safety, operational, and integration risks associated with railway and airport interfaces and implement mitigation measures. Ensure compliance with project specifications, safety requirements, international railway standards, and applicable authority regulations. Provide technical leadership and support to the Project Manager and multidisciplinary teams throughout the delivery of large-scale rail and airport-integrated infrastructure projects. What Required Skills You'll Bring: Relevant Engineering Degree from a recognized University. Minimum 15 years of experience in the AECO industry or relevant field. Minimum 10 years of experience in rail projects and/or rail operations in Dubai, the GCC, and/or internationally. Professional certification or membership with a recognized engineering, railway, safety, or systems assurance institution is preferred. Additional qualifications or certifications in Systems Assurance, RAMS, Functional Safety, or Railway Safety are an advantage. Extensive knowledge and demonstrable experience in systems assurance, RAMS, verification & validation, and safety assurance for large-scale rail and infrastructure projects, including express railway systems. Relevant expertise in rail systems, airport integration, operational interfaces, passenger systems, and baggage handling integration for express railway services. Strong understanding of Systems Engineering principles including requirements management, traceability, interface management, verification, and validation processes. Proven experience managing technical and management scope of complex multidisciplinary rail systems packages within mega rail or infrastructure projects. Experience coordinating assurance and certification activities with operators, authorities, independent assessors, and regulatory stakeholders. Familiarity with international railway standards, safety frameworks, and best practices related to rail systems assurance and operational readiness. Demonstrable communication and leadership skills, with the ability to coordinate multidisciplinary teams and engage effectively with stakeholders. Strong analytical and problem-solving capabilities with the ability to identify risks and implement practical mitigation measures. Ability to operate effectively in complex, fast-paced, multi-stakeholder environments and support delivery across all project stages.
